This change was made to make sure severity levels were aligned.
In practice, the only real change for PL/SQL is that S1135 impact on Maintainability goes from LOW to INFO.
You are right that the ticket did not help assessing the nature of the change. In the future, we will make sure we ad that level of detail in the tickets if such changes happen so you do not need to ask.
