We have made a clone of the sonar server that we are currently using and we are ready to perform the upgrade.

And this one Prerequisites and overview
and wanted con confirm:
We need to update OpenJdk 11 to OpenJdk 17.
We have and old version of PostgreSQL 9.6.23, so that needs to updated to 11
Server is a windows one so it does not seem to need any extra configuration
We don’t have any plugins, so that will make the migration easier.

I’m double checking because from Sonar System page and the learn more the links return a 404
Once you’ve reached 9.9, you’re not done. SonarQube 9.9 became EOL with the release of SonarQube Server 2025.1 LTA last month, so you should continue your upgrade journey to reach it. The LTA to LTA release upgrade notes for 9.9 to 2025.1 may help.
SonarQube Community Build and SonarQube Server split in packaging and versioning in late 2024.
SonarQube Community Build is now versioned like: YY.M, i.e. 2-digit year and month
SonarQube Server is now versioned like: YYYY.n, i.e. 4-digit year and increment
Additionally, there is no longer an LTA for SonarQube Community Build.
