Show "Accepted issues" on Pull Request and Branch analysis pages

Hello SonarCloud :sonarcloud: users,

As you probably know, we made an update that allows developers to mark an issue as “accepted” instead of “won’t fix”. In this version, we are taking a step further by making this information available in Pull Requests and on the new code and overall code of branches.

The SonarCloud Pull Request decoration within GitHub, GitLab, BitBucket, and Azure DevOps has also been updated with the accepted issues metric.

This improvement allows development teams to monitor the technical debt accumulating from accepting issues. They will be able to quantify and track such debt in order to make informed decisions regarding new code and see the impact of accepting issues on overall technical debt management.
