This issue was resolved in a private conversation. Permissions were missing at the project level.

Hey Alex,
I am facing a similar issue. Right now I am using Free Plan, but plan to upgrade once the POC is done. When I enable the Gate (sonar.qualitygate.wait=true), it fails with this error, although the Scan was executed and I can see the branch on the Web UI. I checked the permissions globally and at Project level, I have enabled all the permissions against my user (generated token with my user).

ERROR Project not found. Please check the 'sonar.projectKey' and 'sonar.organization' properties, the 'SONAR_TOKEN' environment variable, or contact the project administrator to check the permissions of the user the token belongs to
