New rule to detect obsolete NOSONARs

There should be a rule to find obsolete NOSONAR tags. Whenever a rule has improved or got deactivated some NOSONARs might have got obsolete. I would like a rule to detect them.

It looks like I was thinking of a rule that was never implemented (S4290) which was specifically about SuppressWarnings in Java.

Hey,

just wanted to ask, if there are any updates. A rule like this is useful with any major sonar update.
