Thanks for reporting this issue.
The failure happened due to several analyses running on the same branch in parallel on your CI system, and being submitted in the reverse order. This is not supported and the older report was rejected.
This is a transient issue, if it would be to happen too frequently the way to fix is to disable parallel execution of your CI pipeline step running the SonarCloud scan to make sure they run and complete in chronological order.
