Is the Public URL address required for GitHub integration, authentication or both?

We are currently setting up SonarQube for the first time. SonarQube is installed on prem. We are looking to integrate this with GitHub in the cloud. In the prerequisites it lists that a public IP is required. Is this for the GitHub authentication, GitHub integration or both? The reason we are asking is that our preference is to avoid having internal servers with public facing URLs.

Per the docs this is about authentication and user provisioning.
