For exemple 92 new Java rules for the sonarqube 7.9 . How can we see this new rules ?

new rules are independent from Sonarqube version, it’s the language plugins with new versions that introduce new rules. If the setting " Avoid quality profiles notification" under ../admin/settings is set to false - which is default setting, admins will get a mail with the new rules.
Alternatively you may check their specific changelog for the builtin ‘Sonar way’ Quality profile to see new rules, i.e.
../profiles/changelog?language=java&name=Sonar+way
