Governance in Email Notification for users

Good Day SQ Community
I just want to as, if it is possible to have governance in the email notification for each user?
As an admin, I would like to have governance on what users’ notifications they can subscribe.

At the moment, it is only possible for each user to manually subscribe for email notifications.

Version: Version 9.5 (build 56709)
SQL: MSSQL 2019 Express

Trying to achieve: Governance on users subscribing notification.
Users cannot modify the notification.

Tried so far: tried looking at the front end but got nothing,
there was this Post that is possible on the backend but do not want to go on that direction.

Hey there.

This isn’t possible – we think that users should be in control of the notifications they receive. Otherwise, they can become unwanted “spam” and simply get ignored.
