I would like to know why for new code the scanner is detecting the blank lines as new code and for that reporting that there is no coverage for these lines. There is a way to avoid this?

First, your version is past EOL. You should upgrade to either the latest version or the current LTS at your earliest convenience. Your upgrade path is:
7.9.6 → 8.9.2 → 9.1 (last step optional)

Regarding your actual question, are you talking about the yellow highlight? That only shows which lines have changed; it has nothing to do with coverage.
