Can I bill a client by hosting SonarQube for them ?

Absolutely, you can use it—it’s open source and there are no restrictions regarding this.
If I were your client, though, I might consider investing in SonarQube Cloud for additional features and support. 
Hi thanks for the reply I am trying to build a unified dashboard where client can install open source tool similar to sonarqube and generate a scorecard which tells founder or decision makers whether the code is production ready.
