Banner not displaying, ambiguous "warning"?

  When logging-in, message is not displayed, but a banner with “! ” shows at the top of the main page after login:

If you want the message shown on the login screen, you need to use the Log-in message (scroll down on that same page):

And I guess you’re additionally registering a complaint that the Announcement message shows up as a warning? It was crafted with the assumption that it would be used to announce planned outages &etc, which I suppose is why ‘warning’ styling was chosen.
