2 new rules for VB.NET

Hi VBers

We now have 2 new rules in VB.NET:

• Non-abstract attributes should be sealed
• Extension methods should not extend “Object”

These are now available on SonarCloud and will be in the upcoming 9.6 release of SonarQube. Special thanks go to @Corniel for his contributions on these.
