Is it that the option is missing from the interface, or that nothing happens when you choose it? And if the latter, do you see errors in your browser console?

The option is entirely missing, even though I am owner and admin of the project / whole setup.

That’s actually a separate, granular permission per project. The fact that you don’t see the option indicates that you don’t have the permission. Can you double-check your permissions on the project & make sure you have ‘Adminster Issues’.
Permissions don’t work in a hierarchical manner; you can have Admin on a project but if you don’t also have Browse, you can’t get to it to administer it.
