When filtering for rules, remove rules from other programming languages with 0 hits

This somewhere between a Feature Request and a Bug Report:

When filtering for rules, I get a myriad of rules with 0 hits from other programming languages and I have to tediously scroll down (or add an additional filter for my programming languages).

I mean, what’s the point? Just cull those ‘results’… or at least move the one with ‘hits’ to the top!
