##[error][SQ] Task failed with status FAILED, Error message: The organization ‘oneamerica’ is not allowed to use private projects.

Missing required parameters for Token-Based DevOps Platform. The DevOps-Platform-Access-Token header is missing. Customer firewalls can remove the DevOps-Platform-Access-Token header from the request - if this is the case, please check the firewall rules of your organization.

I see in the title of your post that you have issues to downgrade your org from Enterprise to Team.

What’s the error you are facing about this specifically?

Because the error message in your post seems to be about your org being unable to import or analyze private projects.
