Running PR branch scan, of dev branch, some branches show New code against 11 month old dev branch , some PRs show against 2 day old dev branch. Why is the new code comparison different for different PRs opened at the same time. The one with 11 month old does show unwanted code smells which is not part of the PR.

Your version is past EOL. You should upgrade to either the latest version or the current LTS at your earliest convenience. Your upgrade path is:
8.9.7 → 9.9 → 10.0 (last step optional)
