Sonarcloud on-prem execution error: " can not be reached"

Hello community,

Reached a dead end, and can not put sonarcloud running on on-prem scanner. The plugin on Azure DevOps is authorized on proxy, and even put the https and port on the plugin but still gives the error below. Has anyone solved this kind of issue ?

Iā€™m not sure what this means:

Generally ā€“ does your server have access to SonarCloud (if you went into a browser on this server or ran a Invoke-WebRequest ā€“ would you hit SonarCloud?)
