SAML error after upgrade to 8.9 from 7.1

I recently upgraded to 8.9 from 7.1 and I am now unable to log on using Onelogin SAML.
When I try using OneLogin, it shows this error.

You're not authorized to access this page. Please contact the administrator.

Reason: The response was received at https://<domain>/oauth2/callback/saml instead of {recipient}

I have created a new instance in AWS and placed it behind the load balancer as an HTTPS target.
I have configured the Nginx for HTTPS as shown in the documentation
The base URL also has https:
The one thing I am curious is about {recipient} shown in the error.
Is there something I need to change anywhere?
