Sales not responding

Our company is trying to buy Developer Edition, was able to get a trial version and was satisfied with it and pushed for the purchase. However the sales person assigned to us is no longer replying in our emails

  1. First we asked why is there an additional tax, our HQ is in Hong Kong but he insisted that our HQ is in US, sent him some proof but got no replies.
  2. Tried directly paying in website, good that it shows no tax but error is encountered, tried multiple times and different company credit cards, error message in browser console is “Something went wrong during 3D Secure authentication. Please try again.”

This is really frustrating as sales person is not even replying to our concerns. Would be grateful if someone can help us
