Build wrapper changes don’t have a dedicated standalone changelog, they’re included in the CFamily analyzer release notes, which ship as part of the standard SonarQube Server release notes for each version.
The best place to track specific build wrapper changes is the SonarQube Server release notes, search for C or C++ analysis related entries for the version range you’re interested in. For example, the announcement that the Build Wrapper now generates a compilation database and availability of automatic configuration mode was documented in the SonarQube 10.6 release notes.
Regarding the old Jira CPP project, that’s no longer publicly accessible, so that approach unfortunately no longer works.

As a SonarQube Cloud user, we are not informed about SonarQube Server releases. We know we have to update the wrapper only when the analysis is complaining about our too old wrapper.
I don’t even know how to get the version of the server.
