Quality gate does not fail

I use Community EditionVersion 9.1 (build 47736).
My quality gate is configured to fail with:

• security rating rating is worse than A
• security review rating rating is worse than A

however, even identifying this in the analysis, the sonar does not fail.

Does this happen to anyone else?
What could be wrong?

Your version is past EOL. You should upgrade to either the latest version or the current LTA (long-term active version) at your earliest convenience. Your upgrade path is:

9.1 → 9.9.6 → 10.6 (last step optional)
