SonarQube Version: 6.7.6 (build 38781)
Only cyclomatic complexity is being evaluated.
SonarQube Menu => Project with PL/SQL program code => Measures => Only cyclomatic complexity is shown for the code with tag pl/sql

Plugin version: sonar-plsql-plugin-3.4.1.2576.jar

Indeed, we should compute the cognitive complexity metric for PL/SQL.
I created a ticket for that: SONARPLSQL-724
