Issue is getting fixed and reopened repeatedly by itself

Hey everyone,

we have encountered a strange behavior lately with an specific issue. The issue itself is valid due to the underlying rule. So no doubt it shall be fixed. But why is the issue randomly available and then disappearing again with almost every build made?
