Hi,
The first thing to know is that rule parameters are valid and editable (or not) within the context of a Quality Profile. It appears that this rule is only active currently in a built-in profile and such profiles aren’t editable. You need to create your own profile - I guess you want to start by copying the Sonar way recommended profile - and then you’ll be able to edit the rule parameter. The UI should make it obvious how. The Quality Profile docs should help.
