How sonar.inclusion and sonar.exclusion work and which takes priority

I’m fairly new here, Could anyone explain how sonar.inclusion work with sonar.exclusion while both properties used together for a Azure build pipeline SonarCloudPrepare step and which step should we look for to validate if they’re working
