Indeed these links seem broken. Can you detail in which rule you found them ?

Don’t bother pointing at the exact rule. It seems that the SEI has changed the URL of all CERT rules descriptions, so all or most of the links to these are broken (across all rules tagged with cert ). We’ll look at this internally
