For short lived branches - Both new code period and overall code period shows same issues and then failing the build

We upgraded SQ LTS from 7.9 to 8.9.
we faced some problems related to the quality profile.
After restarting the docker container, those quality profile issues were resolved but we saw issues related to the new code period.

Our builds are failing because the new code period raises the same issue which we have in the overall code period.
