Is it possible to extract data from the service if needed for backup or migration purposes?
Can data be migrated to an alternative new account within the same service if required?
Is there a process to migrate data to an alternative new service in case of service discontinuation or migration to a different platform?

You can use the Web API to extract some data, but there is no migration format available.
It’s not clear to me what you mean by this. If you’re talking about rebinding, unfortunately, it’s currently not possible to unbind an organization and bind it to something else. You can vote for adding this feature here.
The only way to have your organization bound to a different DevOps Platform currently is to create a new organization and re-import your repositories there. Unfortunately, that means you’ll lose the results of previous analyses on these projects.
