I have Sonarqube Enterprise vs 8.9.9 and I ran an analysis of a materialized view upload in gitlab and in the overview code is appears 2 bugs, but when i run again for a change with another change appears the same 2 bugs in the new code. Is that normal?

Your version is past EOL. You should upgrade to either the latest version or the current LTS at your earliest convenience. Your upgrade path is:
8.9.9 → 9.9.1 → 10.1 (last step optional)
