Allow Admins to set a Default Sort Order for Projects

As an enterprise admin, I would like to set a default order of the projects landing page.

The landing page can be used as a “Wall of Shame” and list the worst scored project first. This visibility may encourage some teams to improve their application quality and lower their ranking.

e.g. Sort by lowest in “security” score first.

Projects can be sorted by security, reliability, or maintainability.
