I see already 134k lines are scanned. I would have expected only new lines from PRs to be scanned. I see there is a project sonar.inclusions setting, but how can we set it globally or across all projects? And why does it scan more then the PR’s created today?

You can’t.
Theoretically, you should be analyzing the entirety of the projects underlying those PRs, which would explain your 134k LOC under analysis.
